UMC designs for highest density and lowest power, not highest speed. Intel and AMD have to design for speed and then power. 0.24um2 is hard to compare to 0.346um2 without knowing what the access time is. I would go with Intel's if that has half the access time of UMC's. Look at ZRAM. It has a 0.07um2 SRAM cell size at about 1.75-2.00ns access time, IIRC. Its much smaller than UMC's and yet even I would only use it for L3 and perhaps, L2 cache data, not L2 tags. I would use normal 6T SRAM for all the rest.
