In Britain, a spraying on the wall for those with eyes to see would be considered as "fair enough" - for those, that is.

Everybody else would call for criminal prosecution of the graffity-sprayer spoiling a wall.

That's in Britain. I can't tell how it elsewhere - except of the U.S., continental Europe, most parts of Asia, some parts of Africa and some other places I happen to have been for a while. These few do not seem very different from Old Blighty to me in this respect.

p.s. Chartered output rumour is just Changi-Village talk over a plate of chili-crab with beer. Not a biggie. Less volume than it appears from what Chartered says, so just a dash of water in the wine. Overall, it's going not bad there. The chap likes APM a lot.
