Telescan also gave the low as 9-1/2.

Still, the situation you mentioned is possible. Just because you have numbers for bid/ask doesn't mean there is trading on those numbers. Say the low for the day is 9-3/4. Then market makers drop the bid to 9-1/2. If nobody sells to them, the low is still 9-3/4.

Bid/Ask are separate from High/Low or even last trade.
