And there's an organization - Habitat for Humanity - which builds affordable homes using donated labor and materials and arranges home sales to -poor families. Is this a scam? Or inefficient?

It is both a scam and inefficient IF those donating their time claim charitable giving resulting in a tax break which is substantially more than people could be hired for to accomplish the same work. That is my whole point. I don't know what people working for Habitat for Humanity actually do.
