Yes, the quote is ridiculous. I think they have that LGTD as the one that filed the 15c-211 and then they have to actually trade for a period (forget - may be 15 or 30 days) and then other MM's can "piggyback."

pinksheets.com has a good explanation. Perhaps that will do it for them.
