Texas Instruments is not listed in the Glimstedt report as holding essential GSM IPR. I assume they are included in the other category which accounts for 18% of the patents. Nokia(27%), Ericsson(21%), Motorola(11%) and Phillips(7%) are the key players. See page 16 here.

I previously thought they got GSM IPR from TXN also, but I must have been wrong.
