As I've obviously pointed out before --- when a criticism was *consistently made* YEARS previous (for example: about the perception of 'inadequate' force levels for an occupation of a nation of some 30 million, observation made *prior* to the actual invasion and well in advance of any occupation... or even about the stupidity of allowing Taliban & Pak leadership to escape in the 'Airlift of Evil' from Afghanistan... or about the poor political choice of placing 'Social Security reform' ahead of Tax Reform in the early days of the second term, as a matter of domestic policy), then I don't believe it qualifies for the moniker of 'Monday Morning Quarterback'.

Believe that term only applies for criticism NOT MADE IN ADVANCE of an action. :-)
