I disagree that the entire world was in a horror over the holocaust as we know it back in 1948. Yes, Jews had been exterminated by the Germans during WW II, but the extent of that and in particular "Holocaust" wasn't hardly understood back then.
As far as I have been told, Churchill never even mentioned the Holocaust in his "WW II History, which he finished in 1953 or '54.
Maybe Harris can help here, I know he owns and read Churchill's works, which rendered him a Nobel Prize in literature.
