The government had forecast a primary surplus of TRY32.3 billion and a budget deficit of TRY14 billion for 2006 at the start of the year, but later revised the primary surplus target up to TRY37.06 billion and the budget deficit target down to TRY9.2 billion.

Turkey is trying to maintain fiscal austerity in order to reduce debt, under the three-year $10 billion IMF loan deal.

The IMF and the central bank had warned the government against overspending in 2007, before presidential and parliamentary elections to be held next year.

The AK governing party reduced the forecast for budget spending to TRY204.9 billion after criticism from the IMF, however the figure is still well above market expectations of TRY174 billion
