It sounds like the govt. isn't going to pass out any free lunches to the winners. There's no real "pardon" relief for the licensees, like many people thought. I'm sure the losers are waiting in line to see what the FCC will do.

Round 2 should come when all the new commissioners are sworn in this Fall.

Thanks for the great info. I missed it this past week.
