This followed complaints earlier this year from major operators over the rising costs of equipment that they claim was the consequence of hidden IPR licensing costs.

The ironic part about this is that there is very little that is hidden about Qualcomm's royalties....it is the license terms/royalties required by other IPR holders that are a complete mystery.
