There was no great wealth transfer during the Clinton years. Average families did well. But one of the foundations of the modern GOP is to favor the rich and major corporations over the workingclass and the individual.

Main areas where Clinton and democrats help average people are in taxing the rich more, offering college scholarships and loans, better health care and more protection for worker's safety, unions, pensions, litigation rights, etc. etc.

The combo of capital gains and estate tax cuts really gives the rich a triple gift. It actually encourages idle wealth and institutes a big trickle-down society.
