If you look at the world's primary problem zones, the one common feature is tribal societies - not religion.

Unfortunately, many leaders of African & Middle East countries have allegiances in this order:

Family, immediate
Family, extended
Sub Tribal Group
Main Tribal Group
Allied Tribes (neighbors)
Allied Countries
Neutral Tribes (neighbors)
Neutral Countries

Unless a citizen of their country fall within the top few categories, they are of little concern . . . or enemies.

Solutions (only partial)

1. Global ban on arms sales - enforced
2. Near-universal education
3. Assistance & aid not tied to politics

Watch the Chinese (and India?) turn African countries into consumer clients, followed by EC and possibly the growing S.American economic community.
