Yes. There have been several such devices found. If the Greeks and the Romans had been just a little different, we might have had an industrial revolution thousands of years ago. They had all the tools, steam engines, sophisticated clock work, etc. But these things were curiosities, never seeming to get any traction.


That's rather impressive........the same can be said about the Islamic empire centered on Baghdad. They too came up with some amazing things. It might be that a stable gov't that skews democratic and a fairly stable economy need to be in place for an industrial revolution too happen
