Even the baker hamilton group said the solution to the sectarian voilence is not going to be a military solution.

I'm not sure how you rationalize it as lower level voilence. Look at the bigger picture. Voilence is bagdad has been on a steady rise for some time now. I'm sure that if we did nothing at all, just by the nature of the beast the violence will slow down. A lot of the violence has more to do with bagdad partioning itself.
