I doubt that you believe what you wrote. Most illegal immigrants arrive well informed, and those that don't find the information on what to do easily available.

And if the opportunity is always barren,the next wave will stay home.

I found that offering more money was not the most effective inducement. For those unwilling to provide a decent work environment it is the only recourse other than forced labor.

"Perhaps the minimum wage should be increased."

How will this help keep illegal immigrants at home? The minimum wage is a barrier to legal employment. Do you want to increase it to increase the incentive for illegal immigration?
