SORRY for late reply - From everything I have heard, it has to do with fuel. If you had unlimited fuel you could launch anytime. That is why they prefer to launch GEO Sats closer to the equator. The launch site is that much closer to that belt of GEO Sats that hover at the equator. You have only so much fuel. That is why weight & distance are so important.That 5 minute window is probably optimum for getting the bird to the right location on the least amount of fuel.
