No.

It isn't the only viable solution. You are like the guy who went hunting in his jon boat. When he motored under a tree, a snake dropped into the boat. Out of all the possible solutions to the problem, like whacking the snake with a paddle or stepping on it, he picked up his shotgun and shot the snake. While it worked, it compromised the integrity of the boat and he went for an unplanned swim.

Tim takes the worst case, decides that it would take the maximum possible effort, then decides that cost is too high and leaves it at that. Which isn't a fair assessment. It is a typical Austrian School approach of coming to a problem having decided what the solution is and picking the data to support the conclusion.
