Fine. It would be imposed by invading martians. Does that make it more palatable?

Of course that's a joke, but if it was a serious idea it would be pretty much the same as being imposed by government but with the addition that it would be by an invading conquer rather then a democratically elected government.

If the only way it can happen is for it to be imposed by government than the only way I'd find it palatable is if it somehow was a necessity or at least vitally important.
