Satellites require 76 to transmit around the world. Iridium satellites are used to offer phone service in the line of sight around the world

GPS satellites were 9 times(3 times gets 10 feet accuracy) the iridium numbers to get 3 feet accuracy in locating signals. They may be increased to 12 times or more the number to get even more distance accuracy.

Cellphone signals can be bounced off GPS satellites. If received by a ground station, can be patched to another cellphone without further fuss. Because of cell phone microwave frequencies, it can be transmitted out of line of sight. Multiple signals from GPS satellites can avoid ghost signals and be more selective?

So, all communication systems can be layered and load balanced.
