I don't have to google to find out what she said. I already know what she said. IMO it amounts to barely more then zero evidence for your claim. "Fantasy" might have been too strong of term. Perhaps it should be reserved for the "tin-foil hat" types, or "flat earthers" or something equally or at least something like the "Bush could have stopped 9/11 but let it happen" types. But "relatively silly, almost completely unsupported accusation" would fit, and "fantasy" is a lot shorter.

No, you don't need global acceptance of the NUN to get it going.

You need near global acceptance to make it meaningful. One middling small country accepting, isn't very meaningful in the effort to get near global acceptance. The signing up in droves would amount to "near global acceptance". You don't need to start with such acceptance but you do need to end up there, and having a good constitution is a rather small step on that path.
