Traditionally, customers buy fully loaded cars with all the options(higher profits for manufacturers) to get a bigger discount and better resale value in the future. Ford also needed a few no option no frill stripped cars for loss leader advertizing purpose to get people to go to far away dealers.

So, in Ford's turn around effort, not all cars are to be fully loaded to give customers a better deal.
