That's not strictly true. India may use thorium, and breeder reactors may come back into fashion. Furthermore, the United states may at some point authorize reprocessing of nuclear fuel, and this will ease shortages greatly.

Hard to see anything wrong with the rest of the argument, but airtight arguments have a way of developing unexpected leaks.
