Ford pardoned Nixon. To many of us at the time, it was a statement that the President ISN'T just another citizen, subject to the same laws as the rest of us. That the President is part of the ruling class, with a different set of rules. Ford lost for a good reason.

Bush believes HE's part of that special, ruling class. Perhaps if Nixon had done some time, he wouldn't.
