Public, private and corporate debt far exceeds any previously known dimensions.

Public debt does not compared to the size of the economy. Private debt? I'm not sure off hand, but "They're going into the 21st century like a poverty-stricken, Third World family, living from hand to mouth without any financial reserves whatsoever." isn't correct.

As for an economic offensive. Trade between nations isn't an offensive. It benefits both countries.

Things were going swimmingly for the Americans until the end of the 1970s,

Things have gone better post 70s then in the 70s. You can argue about 60s and earlier compared to 80s and later, but the 70s were not so great.
