(I said he was "certified the 43rd President of the United States by Florida officials on November 26, 2000.")

Still, whether you go by the date his election was certified, or the time he actually took office, (1-20-01, as you correctly note)... matters very LITTLE in connection to your links about Sudan, which were from 2001 and 2002, especially considering the big ramp-up in ethnic cleansing there since.
