Companies in Dubai pay as little as possible to attract employees. It is totally, totally capitalistic. The "minimum wage", as it were, is usually set by the government of the country which delivers the worker. For example, the Philippines recently changed the law and refused to do their part of the paperwork for an employment visa for Philippina maids unless the employment contract has salary of at least $400 per month (used to be $200). As a result Dubai will likely look to Eqypt/Lebanon/Sri Lanka/Indonesia where they can still get maids for $200 per month.

That means there are people who get paid very well and expect world class accommodations while the rest of the population is relatively poor and can barely afford the essentials. Is that the dynamic in play in Dubai?

Pretty much. Nevertheless, almost everyone who is in Dubai is there because it is better than their job option in their own country. Otherwise, the "everyone else who is really poor and can barely afford essentials" would stay home and work.
