In answer to your question about WHO let the author publish "this stuff", you need only follow the link at the bottom of the article.
IF you had done so, you would have seen that this was in the International Herald Tribune, an OPINION piece. To my knowledge the publication is a U.S. owned organization, headquartered in Paris.
If you want to find evidence relating to the comments, most likely you can do so by using:
google.com
and inserting your search parameters. I believe you will find that most opinion pieces DO NOT provide backup for every statement made, every claim offered.
The author is based in Kenya, fairly close to Somalia. I have no idea about his/her qualifications to write on such subjects.
YOU of course are free to believe whatever you want, including that the U.S. aims in the Region, whatever they may be, are in the interests of the poor, downtrodden people of Somalia.
Or that the U.S. is in Iraq to bring Democracy to the Country instead of leaving it under the savage hand of Saddam Hussein, who was the supporter/host of Al Quaeda, who took down the World Trade Center by Muslims, armed with boxcutters.
