Boots on the ground are all the matter in the end.

That's just silly. Boots on the ground working for the wrong idea can be worse than nothing. Its not just an African thing. I'm sure we can all think of any number of government programs that don't have any net benefit, or are even counterproductive. (And no its not just government either, this isn't an anti-government diatribe)

Which doesn't mean the boots on the ground can't have their own ideas, and those ideas can't work well. You don't need some blogger or law professor speaking about what Africa needs in order to have good ideas. But its not a simple situation of "boots on the ground" automatically make a positive difference or any other action or discussion is always totally useless.
