"President Bush may fall pray to the temptation for legacy hunting. If he does I hope that there are enough Senators with fiscal conservative streaks to prevent him from giving away current taxes for promises of future changes."

I don't expect that there will be any major deals in this area during the remaining time Lame Duck Bush has in office.

CERTAINLY no action on Social Security or the even more fiscally out-of-balance Medicare/Medicaid (excepting the anticipated approval of pharmaceuticals imports, and a good possibility that the government will be required to negotiate for lower drug prices on the formularies).

As far as much-needed Tax Reform --- the one golden chance for that was killed off two or three years ago when the President made the policy mistake of putting Social Security reform (which went down in flames) FIRST on his agenda, and Tax Reform only AFTER SS reform was completed.

This odd policy choice killed off the best chance for tax reform that the President had during his second term.

Now --- after a year of nothing much and mere 'muddling through' this year --- official Washington will *ONLY* be about the policy options and choices of the two new Presidential candidates.
