Stock Nerd: is your friend at the quartz manufacturer aware of the grades needed for DUV optics? Of particular interest at 248 or especially 193nm is the densification of the quartz. The intense high energy light excites physical changes within the material, causing it to shrink. The distortion caused by shrinkage reduces the optical quality of the lenses, and shortens their lifetime.

There could be a glut of fuzed quartz in general, and there might still remain a shortage of the DUV grades of fully-densified, low hydroxyl quartz. I don't doubt your friend, I'm just hoping that you might be able to ask some more detailed questions about DUV fuzed quartz in particular.
