In defense of Intel, they don't know until actual products are made. And the products themselves depend more on marketing decisions than engineering ones. So while it may be perfectly possibly to "extend battery life for mobile devices and enable smaller, more powerful products." those products may never exist because marketing lacks the vision to specify them.
