I think stupidity covers the US actions, but I suspect the Shia had another agenda- as we see in many things in Iraq, the US forces are putty in the hands of factions they do not understand, and justifiably mistrust, but there is very little they can do, since we have so few people in Iraq who actually understand Iraq, or can even speak the language.
