No they aren't. THAT'S the job they've been tasked with. They're failing at it.

Lets keep it simple. Superman is close to invincible, right? If George Bush asks Superman to help repair a miscellaneous broken marriage, and Superman fails to stop the couple from fighting and they get divorced, do you therefore conclude that Superman is not invincible? I hope not, because he is still pretty invincible (as long as you don't throw Kryptonite his way).

Do you have extensive collection of Superman comic books? If so, Bush is looking for ones to help fill up his new presidential library. You might get the Purple Heart or a Medal of Honor!
