And is the US necessarily a combatant even if there is?

9-11 was not an act of war. It was not state sponsored, and should have resulted in a major focused police action against the individuals responsible. A Police action conducted by our
armed forces, against militant foreign based gangs.

Had the actual perpetrators been our targets in an intense focused, search and capture action, the nations action would have been justified.

We are the protagonists in this war because we are warring on nations that were no threat to us militarily, and were not even involved with 9-11.

The only way that Bush is correct that there is a war on is because he is unilaterally conducting one.
