Clearly, I think the rule implementation is up to the contest participants more than to a lurker like myself.

Now if we could only solve the charitable deduction issue. In Canada, only contributions to registered Canadian Charities are tax deductible. I don't know but I presume similar tax laws apply in the USA and EU. I'd prefer to have the tax deduction and, in the extremely remote chance that I win, it seems to me that it would be unfair to almost all the other participants.
