Colorado is dictated by law for a designated amount of runoff to other states. We never can produce more than is needed, except in very rare cases. It's those rare cases we could use additional storage. Last spring and summer our eastern Colorado farmers weren't allowed to start their pumps and could not irrigate. A bad situation for many already on shaky ground. There's no easy solution.
