We already have most of what you want:

a) Food stamps
b) Homeless shelters (rather humiliating and not nearly enough, but they're there at least)
c) Schools are free from K-12, and there's enough assistance available for anyone to attend at least a 2-year college.
d) Health care for those who can't afford it is already paid for mostly with public money. How else are illegal immigrants getting theirs?

I don't know why you think it's OK for people to abuse the system, or why you think there is more than enough money out there for social programs to use and abuse. Like I said, irresponsible choices should come with real consequences. "Rock bottom" is tragic for anyone to go through, but trying to prevent it is like being a parent who overprotects and spoils their kids.

Come to think of it, I got a cell phone shot of a bumper sticker: "Vote Democrat: Let the grown-ups run things for a while." I get the gist of the message, but I also think it's a sign of what the Dems what: a nanny state.
