I believe their thinking is along the lines of getting the admin to come up with some sort of TANGIBLE, DEFINED GOALS (i.e., things that can be expressed and measured...), and specific MISSION for any additional troops.

That way, it would be less likely to turn into an un-defined, but OPEN-ENDED engagement.

And, it would be more difficult for anyone to paint the Dems into a political box by charging that they were being 'uncooperative'.

They could always come back by saying: look, we APPROVED the requests... but... look at the failure to achieve the very metrics you agreed were the goal. Therefore....
