Since forever? You mean that you don't have a clue as to the budgetary process in this country?

What a hoot!

But, ok. Take as your premise that the president doesn't present his budget to Congress in February. Even if that is the case, there is something call a "veto". Like Clinton did when the Republicans attached a lot of things to his budget and it led to a government shutdown.

"Thanks to Bush we avoided a potentially bad recession."

Before you start cheering George, we got out of plenty of recessions without having to spend trillions of dollars doing it. And they lasted less time to. Just research recessions, there is plenty of material on the Internet.
