I think perhaps you dont know as much as you think you do as to who submits the budget. As to veto, sadly it was more important to keep the economy rolling then to stop the Govt by vetoing the budget. Bush's plans came to fruition with vastly increased revenues, its the SPENDING thats killing things. Some of it could not be avoided related to disasters, homeland security and wars others such as earmarks are purely the blame of congress. jdn
