I do agree that it can be, and sometimes is overrated as a factor, but I think you inaccurately downplay its importance, not only in terms of how big of factor it is, but also because it is a more consistent and controllable factor. The benefit is at the margin, not a night and day type effect, but it is a positive one, and one that except in cases of extremely low rates or extremely small rate reductions, should not be insignificant.

True the effect might at times be small, but it can be large, and even a small sustained benefit in economic growth is very significant over time.

Since you apparently think there is little benefit from lowering capital gains rates, would you support increasing them? Do you think that there is a strong reason to think such an increase would be harmless or nearly so?
