Huh? No permit needed? What kind of environmental regulator will allow one to dig up some dirt or dredge sediment without a permit? Then you want to put it back in place after you have treated it? Sounds like an environmental disaster waiting to happen! <g>

Just be glad you aren't in the Peoples Republic of California!
