In some schools much higher than that, eg Berkeley. IBM Research is more than 70% oriental. I understand Johns Hopkins Med School is over 90% Chinese. Then ask yourself why American students don't seem to want to go for a Ph.D. I don't know why, but it's certainly not a tuition problem...
