In many states we put killers to death in the US. While I completely disagree with the death penalty, the only time I am aware of a person being mocked when they were on death row, was when Bush mocked someone.

Normally, no matter how heinous the crime, the death sentence is carried out with some dignity- except when equipment malfunctions, and prisoners lie writhing in pain, or are on fire- but that's the fault of the means of the execution, and while it certainly subtracts from the dignity, it isn't the same as having humans mocking the dying. As I said, except for Bush, I'm not aware of anyone else in government mocking a death row person- regardless of the crime- so obviously it isn't necessary.
