I doubt if he knew. He wasn't interested in continuing the work of his predecessor, he wanted to pursue rogue nations and build the Star Wars defense system. Which is why he didn't bother with the PDB. He was winding down anti-terrorism and emphasizing confronting The Axis of Evil. The PDB was directed at something he was ignoring.
