Do you really think so? I'm not so sure. Something like 90% of the budget is "locked in" for various programs with automatic COLA increases. The remaining 10% (or whatever it is) is about all the discretion any Congress has control of, and they all have special projects and people to spend the money on.

A prez who starts vetoing spending bills will quickly find himself a major target of congress critters as well as the MSM. If the prez actually holds to a promise to cut spending, all those little "special projects" will end up as riders to things the prez DOES want enacted.

The whole process is so institutionally corrupt that I sincerely question if any prez can do anything about it.
