I think the last prez that had a chance to do something constructive about wanton gov't spending was Reagan, and we saw how well he did, racking up the largest deficits in history at that time. To get what he wanted, that was the tradeoff. (Not a criticism, just an observation.)

My point is, not in argument with you, that the National Government is a beast of its own, and pretty much beyond control no matter who sits in the Oval Office pretending he holds the reins.

IMO, the only way to reduce deficits is to continually grow the economy faster than Congress can figure out ways to spend the revenue. And that's obviously not possible on a sustained basis.
