Sadr is the most powerful man in Iraq. This surge is aimed at him and his power base in Sadr city. Sadr is the power behind Maliki and through Maliki and Sadr's own private militia the sectarian violence and 'ethnic cleansing' (i.e. kidnap, torture and murder) is conducted. Why anybody would expect Maliki and Sadr to support US troops to mount a 'surge' in Sadr city is hard to comprehend.
