I pretty much agree with what you wrote. If you are going to meddle in another country's affairs you should be 95% (or some large number) convinced of the positive affect of your interference. I don't really buy your whole respect for the sovereignity of nations where the population is not free (such as NK), but if you aren't highly convinced your intervention will improve things, you should stay out.
